Toba For Indo || Simalungun – Kejahatan memang seusia dunia.Tak mungkin bisa dihapuskan,hanya saja kita berupaya mengurangi dan mencegahnya.

Dan dalam mengurangi serta pencegahannya agaknya tidak pula hanya tugas polisi,Tapi semua pihak termasuk masyarakat ikut bertanggung jawab,setidaknya untuk dirinya sendiri.

Diakui memang tugas pengamanan ketertiban dan keamanan masyarakat itu merupakan tugas utama dan tanggung jawab aparat kepolisian.Tapi haruskah disetiap kejadian tindak pidana/kejahatan yang terjadi dilingkungan masyarakat itu hanya semata mata tugas Kepoliaian ?

Jika terlambat menanganinya atau pelaku tindak kejahatan itu belum berhasil ditangani secara tuntas ,lalu haruskah kita menudingnya dengan berbagai praduga bernada Fals ?

Sebaliknya lagi, kalau ada diantara oknum petugas Polri itu, kebetulan berbuat salah yang persentasinya antara kesalahan dan pegabdiannya untuk masyarakat hanyalah sekian nol persen,mereka haruskah dihakimi dengan cerca dan makian-makian.?

Dilematis memang !.

Padahal tugas keamanan dan ketertiban masyarakat itu tidak selamanya secara mutlak tanggung jawab Polri.Tidak jarang justru terkait dengan instansi lain yang notabene nya,masyarakat juga punya tanggung jawab.

Keterkaitan itu misalnya seperti Operasi Lilin Toba diwilayah Kabupaten Simalungun ini,yang hingga kini masih berlangsung.Berbagai upaya dilakukan pihak Kepolisian daerah ini dalam memberantas tindak kejahatan penyakit masyarakat.

Hanya saja agaknya keberhasilan Kepolisian jajaran Polda Sumut itu,
seperti upaya dalam pemberantasan Minuman Keras, Judi, tempat tempat hiburan malam yang melanggar izin dan batas waktu itu,agaknya perlu dan patut dipertanyakan kelanjutannya.Misalnya proses selanjutnya karena tak terlepas dari instansi lain.Soalnya tidak mutlak seluruhnya itu tugas Polri,ada keterkaitannya dengan instansi lainnya.Jelasnya Polri hanya sebagai pengamanan,sementara untuk kelanjutannya seperti pembinaan,adalah tugas instansi lain.

Salah satu contoh,’WTS, berhasil dijaring petugas kepolisian,betapapun keberhasilan Polri dalam hal mengamankannya, kalau touch pembinaan yang melibatkan instansi lain,tidak berkelanjutan touch akan tetap menjadi Problema ” tandasnya.

Kapolres Tamatan Akpol 2001 ini sangat hati hati memang dalam bila menyangkut instansi lain,dia tidak ingin menyalahkan pihak lain.

“Tugas Polri pengamanan,untuk proses selanjutnya bukan wewenang kita.Yang pasti lanjut Kapolres yang akrab dengan wartawan ini, Kejahatan Tidak Akan Pernah Habis, yang bisa kita lakukan cuma hanya berupaya menguranginya dengan melakukan pola pendekatan dan kemitraan” Pungkasnya sembari tersenyum.

Lanjutnya lagi, bahwa tindak kejahatan yang sering terjadi ditengah tengah masyarakat tidak lagi melulu konvensional, maka sudah cenderung canggih seperti pelakunya juga sudah ada yang sarjana.Maka untuk itu dibutuhkan kemampuan fropesionalisme
Berdasarkan kaitan kaitan itulah upaya pembinaan dan peningkatan kemampuan personil Polisi Polres Simalungun terus kita tingkatkan.Pening
katan kemampuan profesionalisme itu mutlak bagi aparat penanggung jawab Kamtibmas.

Konon kini berbagai modus tindak kejahatan semakin canggih,begitu juga mobilitas pengamanan tugas dilapangan terus kita tingkatkan.

Namun agaknya,betapapun upaya Polri dengan berbagai sarana dan prasarana juga kemampuan profesionalisme personil nya untuk mengurangi dan mencegah tindak kejahatan itu, jelas semua pihak harus saling terkait/ikut serta,tidak melulu hanya tanggung jawab Polri.Tegasnya

‘Namun ironisnya,jika terjadi tindak kejahatan ataupun menyangkut kesemrautan Lalu Lintas,sementara disebabkan karena ketidak disiplinnya sipengguna jalan,maka tidak jarang justru Polri yang disalahkan.Padahal sebenarnya tindak kejahatan ataupun kesembrautan itu bisa saja diatasi jika semua pihak saling menyadari,saling bahu membahu ataupun menjadi polisi bagi dirinya.

Polri ujung tombak penanggung jawab Kamtibmas notabene nya langsung berhadapan dengan masyarakat,tidak jarang memang menelan pil pahit tudingan dari sana sini. Sementara keberhasilan dan resiko tugas yang dihadapinya tidak jarang pula harus mengorbankan nyawanya.
