TOBAFORINDO || Humbang Hasundutan, Menjelang perhelatan Pemilu 2024, Badan Pengawas Pemilihan Umum (Bawaslu) Kabupaten Humbang Hasunduntan (Humbahas), Sumatera Utara, gelar sosialisasi pengawasan partisipatif bertempat di Martin Anugrah Hotel, Doloksanggul, Rabu (9/11).

Sosialisasi pengawasan partisipatif di atas melibatkan stakholder para pemangku kepentingan yakni ASN, Ormas, Karangtaruna, Alumni Sekolah Kader Pengawas Pemilu (SKPP), pemilih pemula (pelajar tingkat SMA), Insan Pers serta Panwaslu Kecamatan Se-Kabupaten Humbahas.

Ketua Bawaslu Humbahas, Henri W Pasaribu, S.Th pada kesempatan itu mengatakan, bahwa pemegang kunci suksesnya pelaksanaan Pemilu yang demokratis tidak terlepas dari masyarakat dalam pengawasan partisipatif.

Dijelaskan, pengawasan partisipatif merupakan kegiatan yang dilakukan secara sukarela oleh setiap warga negara yang baik. Setiap masyarakat sangat berperan menentukan sistem demokrasi yang baik sesuai dengan azas Pemilu,  Luber dan Jurdil.

Dia menguraikan, ada beberapa alasan bagi Bawaslu harus bermitra dengan berbagai elemen. Secara subjektif kerena keterbatasan SDM. Khusus Bawaslu Kabupaten Humbahas, jumlah personil masih sangat terbatas jika dibandingkan dengan luas wilayah. Kemudian, potensi pelanggaran pemilu semakin kompleks (beragam) yakni black campain, money politik dan pelanggaran hukum lainnya. “Melalui pengawasan partisipatif dari semua elemen masyarakat diharapkan dapat meminimalisir pelanggaran pemilu,” ujarnya.

Katanya lagi, secara kualitatif, pengawasan partisipatif perlu memastikan proses pemilu berjalan dengan baik demi mendorong substansi pemilu sesuai dengan azas pemilu.

Ditambahkan, dalam pengawasan Pemilu, Bawaslu Humbahas berpijak pada Undang-undang Nomor: 7 tahun 2017 tentang Pemilu dan Perbawaslu Nomor: 21 tahun 2018 tentang pengawasan penyelenggaraan Pemilu.

Komisioner Bawaslu Humbahas, Divisi Organisasi dan Sumberdaya Manusia (OSDM), Efrida Purba, S.Sos., MAP menyampaikan bahwa beberapa tujuan pengawasan partisipatif, 1. Mendorong kesadaran pemilih akan pentingnya pengawasan partisipatif 2. Mendorong pemangku kepentingan untuk berperan serta dalm pengawasan partisipatif 3. Mencegah terjadinya politik pragmatis dan transaksional 4. Membangkitkan semangat pemilih pemula berperan aktif dalam pemilu, sebagai agen perubahan 5. Memberikan keterampilan, pengalaman, dan motivasi kepada msyarakat sebagai pemilih untuk megawal  proses pemilu.

“Peran masyarakat dalam pengawasan partisipatif sangat berperan memberi info awal, mencegah pelangaran
mengawasi /memantau dan melaporkan pelanggaran pemilu,” tukasnya.

Senada dengan itu, Kordiv Pencegahan, Parmas dan Humas Bawaslu Humbahas, Jahormat Lumban Toruan, S.Sos  menyampaikan bahwa tujuan pengawasan partisipatif, menegakkan integritas, kredibilitas penyelenggara, transparansi penyelenggaraan dan akuntabilitas hasil pemilu. Sebab, Pemilu tanpa pengawasan akan terjadi manipulasi suara. Hilangnya hak pilih, politik uang, pemilu tidak sesuai aturan dan timbul gugatan hasil serta konflik antar pemilih.

“Peran elemen masyarakat dalam pengawasan partisipatif memastikan terlindunginya hak politik warga masyarakat. Terwujudnya pemilu yang bersih transparaan berintegritas dari sisi penyelenggara dan penyelenggaranya,” pungkas Jahormat.

Ketua KPUD Humbahas diwakili staf bidang hukum, Adolf Gultom memaparkan syarat peserta pemilu, pemilih pemula serta tahapan Pemilu 2024.

Dijelaskan, sesuai PKPU 3/2022, tahapan Pemilu 2024 sebanyak 11 tahap yang dimulai 14 Juni 2022. Selanjutnya tahapan Pemilu 2024 berakhir 20 Oktober 2024, seiring dilantiknya presiden dan wakil presiden terpilih.

Empat tahapan penting dalam pada tahun 2022 yakni perencanan program, pemutahiran dan penyusunan daftar  pemilih, pendaftaran dan verfak calon peserta pemilu, pendaftaran peserta pemilu dan penetapn jumlah kursi/dapil.

Kadis Dukcapil melalui Kabid Administrasi Kependudukan, Edward Siregar memaparkan justru memaparkan meningkatnya jumlah penduduk Humbahas tahum 2022. Data dua bulan terakhir, warga Himbahas sebanyak 204.357 jiwa.

Dia merinci,  Laki-laki sebanyak :102.152 orang, Perempuan: 102.205 orang, wajib KTP 17 tahun ke atas tahun 2022 sebanyak 140.117 jiwa. “Untuk pemutahiran data pemilih Pemilu 2024, kami terbuka dan siap berkoordinasi serta memberikan pelayanan administrasi kependudukan,” tandasnya. (As/Jcs)
